In his speech, First Secretary of the Hungarian Socialist Workers´ Party (HSWP) János Kádár addresses the Hungarian proposal related to the establishment of NATO's multilateral nuclear force as well as a planned peace treaty between the Soviet Union and East Germany. These issues are to be presented at an upcoming Political Consultative Committee (PCC) meeting in Warsaw. In Kádár's view, the establishment of a multilateral nuclear force would increase tensions in international relations.
