Description:
This report by Bulgarian Foreign Minister Petar Mladenov records the discussion at an unofficial meeting of the Warsaw Pact foreign ministers at Niederschönhausen, near East Berlin. The meeting focused on the implications of Soviet leader Mikhail Gorbachev's reforms, including his unilateral force reductions. The meeting shows that the satellite countries recognized that their interests do not always coincide with those of Moscow. Remarkably, the members of the East German delegation, staunch supporters of the Warsaw Pact, find themselves in rare agreement with the main detractors of the alliance, the Romanians.
