These are the minutes of the Berlin meeting of the Warsaw Pact deputy ministers for foreign affairs in preparation of the 1968 Political Consultative Committee (PCC) meeting in Sofia. The participants discuss the treaty on the non-proliferation of nuclear weapons and prepare a statement on the situation in Vietnam. They also discuss the Soviet draft of a non-proliferation treaty and Romanian amendments to it. The minutes include information on negotiations toward a nuclear weapons non-proliferation treaty at the UN's Eighteen Nations Disarmament Committee.
