In his analysis of the first meeting of the Political Consultative Committee (PCC) held in 1956 in Prague, Vojtech Mastny outlines the main topics on the agenda, arguing that the meeting was convened to bring Warsaw Pact countries up to date on Soviet foreign policy and discuss organizational matters, such as the creation of a foreign policy commission and a unified secretariat. Mastny gives a negative appraisal of the efficacy of the meeting, pointing out that none of the decisions adopted in Prague were implemented in reality and that the prospects of a collective security system as envisaged by the Soviet Union (one of the main reasons for creating the alliance) decreased significantly after 1956.
