This report addresses terrorist activities in Italy during the Cold War. The work of a parliamentary commission on this topic is summarized and conclusions are presented. Right-wing terrorist acts are linked to the activities of the Italian secret army Gladio. By operating outside the law and by not being subject to parliamentary control, Gladio undermined the functioning of the democratic system. In order to avoid such situations in future, the parliamentary commission requests reforms, including a reform of the state secrecy laws, the storage of administrative documents, and the intelligence services.
