Description:
This memorandum, following a discussion at a meeting of experts on the development of the Warsaw Pact's cooperation mechanisms, discusses proposed changes to the structure of the alliance. Hungary sides with Romania in opposing the idea of a permanent secretariat. At the same time, not wanting to be singled out in their opposition, Hungarian party leaders decide that should such a permanent organization be established, they would recommend that it also handle human rights and humanitarian issues.
