Report by Bulgarian Minister of Foreign Trade (Lachezar Avramov) on Free Arms Deliveries to North Vietnam

Description: This report by Bulgarian Minister of Foreign Trade Lachezar Avramov reviews North Vietnamese requests for additional material assistance. North Vietnam has asked for economic assistance worth 13.3 million Rubles, consisting of loans and free assistance. The report offers details on North Vietnam's material requests and concludes that the proposed 13.3 million Rubles would be too steep an increase of material assistance. Therefore, the report proposes assistance worth 5.6 million Rubles for the supply of weapons and other material assistance. A draft order formalizes this proposal.
