Vojtech Mastny's analysis of the 1962 Political Consultative Committee (PCC) meeting in Moscow finds that in addition to the discussion about the division of labor among the Warsaw Pact countries, the German question generated tension between East German leader Walter Ulbricht and Soviet leader Nikita Khrushchev. While Khrushchev was unwilling to risk conflict with the West by concluding a separate peace treaty with East Germany - a decision that embittered Ulbricht - he did not deem it necessary to inform the participants at the PCC meeting about his decision to place nuclear missiles in Cuba, thus risking a military confrontation with the US.
