Description:
This document, prepared by Czechoslovak Defense Minister Milan Václavík, outlines the proceedings and results of the Warsaw Pact's (WP) "Vltava 89" exercise. It differed significantly from previous maneuvers in that it showed that the Warsaw Pact had already begun to implement the transformation from an offensive to a defensive strategy introduced by Soviet leader Mikhail Gorbachev. In practical terms, this change resulted in difficulties in timing the retaliatory measures that were anticipated in the event of a NATO attack. Exercise directors also found it hard to simulate the release of nuclear weapons.
