This document comprises an analysis by Soviet Marshal Nikolai Ogarkov on the 1977 "Zapad" exercise. The exercise was intended to assess the Warsaw Pact's ability to respond to the marked progress in NATO's combat-readiness. In his closing remarks, Ogarkov is fairly candid about the shortcomings revealed by the exercise, as is Marshal Dmitri Ustinov, the minister of defense and the director of the maneuver. However, the exercise ended on an upbeat note, with the East eventually launching an offensive deep into West Germany and winning the war, despite Ogarkov's acknowledgement that not a single division had fulfilled its task.
