This 1966 study, commissioned by the Hungarian Ministry of Defense, focuses on the following issues: (i) the role of surprise in modern warfare and its influence on the preparation of military forces, (ii) the strategic views and possibilities of the US and NATO concerning the surprise outbreak of a nuclear world war, (iii) the character of the activity expected of the Hungarian People's Army (HPA) troops in case of a surprise outbreak of war, and (iv) the influence of a surprise outbreak of war on HPA mobilization and its material and technical provision. The available English translation concerns chapter three only.
