In his analytical introduction to the seventh Political Consultative Committee (PCC) meeting held in Warsaw in 1965, Vojtech Mastny discusses how Nikita Khrushchev's ouster from power affected Soviet foreign policy and the growing disagreements among Warsaw Pact countries. The only PCC meeting to be called at the initiative of a country other than the Soviet Union (namely, East Germany), this meeting focuses on Warsaw Pact's concern regarding NATO's Multilateral Force project, which would give West Germany access to nuclear weapons under joint NATO command.
