This is a transcript of a speech given by the East German head of state, Walter Ulbricht, at the 1966 Political Consultative Committee (PCC) meeting in Bucharest. He stresses the following points: (i) the invasion of Vietnam by US, (ii) concern about West German access to nuclear weapons, (iii) the need for a public declaration on security in Europe, and (iv) the need for periodic consultations on foreign policy of the PCC.
