Description:
Prepared while Berlin tensions were high, this USAREUR report estimated that deliberate Soviet initiation of general war was improbable, but that a war resulting from Soviet miscalculation was the most likely circumstance leading to the initiation of hostilities. The report analyzes the military capabilities of the Soviet Union and its satellites, including inherent combat readiness, mobilization capability, and the probable wartime role of the satellite armies as directed by the Soviet Union.
