This is a report by the supreme commander of the Warsaw Pact's (WP) Unified Armed Forces (UAF), Viktor Kulikov, on the development of the UAF in the period 1981-1985 and on military planning for the period 1986-1990. Kulikov gave this report during the 18th session of the WP's Committee of Ministers of Defense (CMD) in East Berlin in 1985. He assesses the development of, and planning for, the different military branches of the UAF. His assessment of the UAF is generally positive, but a number of problems remain, including the widespread use of outdated equipment, the production of licensed armaments, and stockpiling of ammunition.
