This telegram from the US embassy in London to the US Department of State says that Alain Enthoven's discussions with the British should allay fears that purposes of US estimates of Warsaw Pact forces have been designed either to lay the basis for US nuclear and/or conventional disengagement from Europe or to bludgeon Europeans into making large increases in their conventional forces.
