This document relates to the 1971 Polish military exercise "Bison 71". It is a list of personnel requirements for administering the West German city of Hannover after its occupation by Polish forces in wartime. The commander of the Berlin Front would appoint an officer of the Polish Sixth Armored Division as the city commander and would, among other tasks, establish a local government consisting of representatives of the West German Communist Party (KPD) and Social Democratic Party (SPD).
