This Albanian memorandum discusses the incidents between Soviet and Albanian staff at the naval base at Vlorë. The Albanian side reports problems such as the lack of cooperation on the part of the Soviet naval officers and trainers, their disregard for established disciplinary codes, and their patronizing and disrespectful attitude. Examples are given of Soviet staff engaging in aggressive behavior under the influence of alcohol. A possible reason for this conflict is the cessation of Soviet technical aid and supply of material and fuel, contrary to established arrangements, thus hindering normal operations at the base.
