Description:
This report (and final version of the commentary on the Romanian position) was presented to the Central Committee of the Bulgarian Communist Party after the Warsaw Pact's 1968 Political Consultative Committee (PCC) meeting in Sofia. It focuses on the treaty on nuclear non-proliferation, and on Romania's refusal to participate with the other six Warsaw Pact countries in presenting the draft treaty for consideration by the UN Eighteen Nations Disarmament Committee. Among the most important reservations of Romania is the absence of a clause in the treaty that would forbid nuclear powers from launching a nuclear attack on a non-nuclear state. The final version contains a more elaborate report on the proposals to create a joint staff, a military council, and a committee on technology. Collection: Party Leaders
