This statement published after the 1987 PCC meeting in Berlin on the new military doctrine of the Warsaw Pact emphasizes the future defensive character of the alliance and outlines three main principles in Warsaw Pact foreign policy: (i) the Warsaw Pact will never, under any circumstances initiate military actions against another country unless it is attacked first, (ii) the Warsaw Pact will never employ nuclear weapons first, and (iii) the Warsaw Pact has no territorial claims against any other country in or outside of Europe.
