Description:
In this letter, John Millar of the Bureau of European Affairs informs Russell Fessenden of the Office of European Regional Affairs that, according to a Pentagon source, if war broke out in Europe, Soviet numerical advantages in troop strength would force the US to use tactical nuclear weapons, implying that under the current circumstances, a conflict in Europe would carry the risk of either annihilation or defeat.
