Description:
In his speech at the 1983 PCC meeting in Prague, Soviet leader Yurii Andropov discusses possible reasons for the deterioration of East-West relations. Most significantly, he argues that the West is taking advantage of the economic and technological weaknesses of the Socialist states and trying to tip the military balance in its favor by continuing the arms race. Among the other issues Andropov discusses are Sino-Soviet relations and diplomatic relations between the Soviet Union and some Western European countries, especially France.
