Description:
This document summarizes the main findings of a West German government study on civil defense in the Warsaw Pact (WP) countries. The paper, procured by the East German Staatssicherheit (Stasi) intelligence service, reviews official regulations concerning civil defense, mobilization problems, and the overall development of the program with focus on the Soviet Union and East Germany. Civil defense is mostly organized according to Soviet design and is fully integrated into the military defense system. Due to financial problems, several measures have had to be postponed.
