Description:
This summary of an off-the-record speech by Soviet leader Mikhail Gorbachev addresses basic features of his Perestroika reforms and comments on aspects of Soviet domestic and foreign policy. The speech was delivered at the 21st session of the Warsaw Pact's (WP) Committee of Ministers of Defense (CMD) in Moscow in 1988.
