Description:
This memorandum addresses the flow of clandestine intelligence received by NATO's Supreme Headquarters Allied Powers Europe (SHAPE) from national authorities. The Supreme Allied Commander Europe (SACEUR) states that the intelligence received during the recent crisis was inadequate and should be expanded in future. Ways of improving national clandestine services' contribution to SHAPE should be investigated. The US representative to the Military Committee Standing Group of NATO is opposed to an expansion of the activities of SHAPE's Clandestine Planning Committee.
