Description:
This report on the first session of the 1968 Political Consultative Committee (PCC) meeting in Sofia records the disagreements between Romania and the other six Warsaw Pact delegations on the third point on the agenda, namely, the establishing of a joint staff. Referring to former meetings of the foreign ministers and ministers of defense in Berlin and Prague respectively, Romanian leader Nicolae Ceauşescu insists that additional questions regarding the military organization of the Warsaw Pact be discussed at the PCC session. This proposal is not supported.
