This stenographic transcript comprises discussions between Romanian officials and the delegation of the Chinese Communist Party (CCP) participating at the 9th Congress of the Romanian Communist Party (RCP). CCP General Secretary Deng Xiaoping refers to the Vietnam question, where Romania and China adopted different positions than the Soviet Union. He mentions his refusal to open an air corridor between the USSR and Vietnam over Chinese territory. He also states that the Soviet Union does not respect China's sovereignty and that the purpose of the Soviet-US negotiations is to isolate his country.
