Description:
This interim report by the US Department of Defense, dated 18 May 1964, is an evaluation of major problem areas such as (i) deficiencies in SACEUR's Emergency Defense Plan and NATO's posture for the defense of Western Europe in the context of the "flexible response" approach and (ii) the British, West German, and French concepts for the defense of Western Europe. The report concludes that even if Moscow is wary of initiating major military action in Europe, it nevertheless has the capability to mass forces and exploit a tactical nuclear blitzkrieg.
