This document records the discussions of Warsaw Pact leaders at a meeting in Karlovy Vary in April 1967. The meeting dealt exclusively with the political strategy of the Socialist bloc vis-à-vis NATO. Significantly, Romania did not attend, as it wanted to disassociate itself from anti-NATO policy, having begun to improve its diplomatic relations with some Western countries. The goal of the session was to call publicly for the dissolution of NATO and the ejection of the US from Europe, a move that Western observers regarded as the start of a broad campaign against the Atlantic alliance.
