Description:
This is a 1966 proposal by Polish Foreign Minister Adam Rapacki for reforming the Warsaw Pact. His outline accepts Soviet supremacy in military matters, but proposes cooperation in political issues. Among other things, Rapacki suggests that decision-making and advisory bodies be created to improve the functioning of the Political Consultative Committee and to promote more equality for the benefit of non-Soviet Warsaw Pact members.
