This is the transcript of a speech given by the Soviet Foreign Minister at the 1989 meeting of the Warsaw Pact's Committee of Ministers of Foreign Affairs (CMFA) in Warsaw. Edvard Shevardnadze admits that the Warsaw Pact is at a turning point, in view of the political developments in Central Europe. At the same time, he emphasizes the importance of Warsaw Pact measures for disarmament and security in Europe and of turning the alliance into a political-military organization. In the light of growing economic problems of the alliance members, he also speaks in favor of strengthening European economic cooperation. Collection: A Cardboard Castle?
