Description:
This memorandum calls for the revision of bilateral agreements between Poland and the Soviet Union signed prior to the Warsaw Treaty of 1955. These revisions mostly concern Poland's obligations regarding organizational, quantitative, and technical contributions by its armed forces. The Polish side expresses concern over the supranational character of the supreme commander of the United Armed Forces (UAF) and his staff, which does not correspond to the idea of independence and sovereignty of the Warsaw Pact member states. Further, Poland proposes the establishment of a Military Consultative Committee as a military organ of the Warsaw Pact, consisting of the ministers of defense and the chairmen of the general staff of the Warsaw Pact countries.
