Description: This document is a transcript of a speech by the General Secretary of the PCR (Nicolae Ceauşescu) at the July 1973 Crimea meeting. The Romanian leader comments on the changed international situation and the favorable balance of power from the perspective of the socialist countries. Contrary to other participants, Ceauşescu interprets the Chinese rapprochement with Washington as a contribution to global detente.
