Description:
This letter (distributed to all the Romanian diplomats and military attachés working outside of Romania) confirms the positions taken by the Romanian delegation at the Warsaw Pact's 1969 Political Consultative Committee (PCC) meeting in Budapest with regard to the military documents signed, as well as the appeal to all European governments to a convene a conference on strengthening peace and security in Europe.
