Description:
This memorandum refers to the proposals of the Soviet Union, Bulgaria, Czechoslovakia, East Germany, Hungary, and Poland regarding changes in the structural organization of the Warsaw Pact. Romania disagrees with these proposals, especially with the idea of increasing the functions of the Political Consultative Committee (PCC). According to Romania, the nature of the PCC should be a mere consultative one. The Romanian delegation also deems the creation of a permanent commission dealing with issues of foreign affairs and subordinated to the PCC to be unnecessary, since the Socialist countries should remain independent in terms of foreign policy. Furthermore, Bucharest proposes the creation of a Technical Secretariat instead of a United Secretariat. The Ministry of Foreign Affairs of the host country should lead the Technical Secretariat.
