This communiqué, published at the close of the 1961 Political Consultative Committee (PCC) meeting in Moscow, gives an overview of the issues discussed at the conference. Along with statements regarding the economic, cultural, and technological developments of the Warsaw Pact countries and their unanimity in following Soviet policy of disarmament, the communiqué criticizes the restoration and rearmament of the West German army and West Germany's territorial claims on other states.
